Yes. The core fall-protection, ladder, and PPE standards referenced throughout this site (29 CFR 1926, Subparts M, X, and E) apply across residential and commercial roofing work, though specific job conditions can change which compliant options make the most sense.

OSHA gives low-slope roofs more compliant fall-protection options — including warning line systems and, on narrower roofs, a safety monitor alone. No — as of this writing, no federal OSHA heat-illness standard has been finalized. There's a proposed rule that has gone through hearings and comment periods, and a separate federal enforcement program (not a binding standard) focused on heat.
