There is no finalized federal heat standard yet
This is the single most common point of confusion in roofing safety content, so it's worth stating plainly: as of this writing, OSHA has not finalized a federal heat injury and illness prevention standard. A proposed rule ("Heat Injury and Illness Prevention in Outdoor and Indoor Work Settings") was published in the Federal Register on August 30, 2024. Informal public hearings on it concluded July 2, 2025, and the post-hearing comment period closed October 30, 2025. No effective date has been set.
What does exist federally is a National Emphasis Program on heat — an enforcement-targeting directive, not a binding standard. The most recent version took effect in April 2026 and runs through April 2031. It tells OSHA where to focus inspections; it does not, by itself, create new written-program requirements the way a final standard would.
State rules are real and already in effect
Several states have their own heat standards that are binding today, independent of federal rulemaking. California's Cal/OSHA is the most established: Title 8 CCR §3395 has covered outdoor heat illness prevention since 2006, and §3396 — approved June 2024 and effective July 23, 2024 — extends similar requirements indoors whenever the workplace temperature reaches 82°F, including a written Indoor Heat Illness Prevention Plan.
If your crews work across state lines, check each state's rules directly rather than assuming federal OSHA's general duty clause is the only obligation in play — a growing number of states are ahead of the federal rulemaking timeline.
What a roofing crew's heat program should cover regardless
Independent of where a final federal rule lands, the practical core of heat illness prevention is consistent and well-established: accessible cool water, scheduled rest breaks in shade, an acclimatization period for new or returning workers (heat tolerance builds over roughly one to two weeks of graduated exposure), and training every crew member to recognize the early symptoms of heat exhaustion — heavy sweating, cramps, dizziness, nausea — before it progresses toward heat stroke.
Roofing adds a specific wrinkle other trades don't deal with as much: the roof deck itself radiates absorbed heat back up at the crew, so surface-level conditions can run meaningfully hotter than the ambient temperature reported by a weather app. A written program should account for that, not just the forecast high.
